I would definitely start feeding him. Chopped pieces of shrimp or silversides are good foods for him. I would not move him but let him go where he wants. If you move him you risk damaging the foot. He is probably searching for more light. He will find it in time. Meanwhile be sure to feed since you know he is not getting the light he needs. Other than that it is just a waiting game. Keep your water parameters in line and get the extra lights as soon as you can.
