Wow, big tank ... you're talking a 180g at a bare minimum for these fish. I know nothing about Puffers though, sorry.

I'm not sure of the compatibility of Angels with the above. I do know that they will tend to pick at many corals, but as far as Clams & Scallops, that I'm not sure. The Butterfly(s) will definitely pick at the Feather Duster.

Flame Scallops are very difficult to keep (long term). The clams are going to need excellent calcium & alkalinity levels maintained, and both the clams and anemone are going to need strong lighting (Metal Halides).

A good mix of snails are a far better choice for cleaners (amongst other critters) than are hermits. Hermits (as all crabs) tend to become predatory/opportunistic feeders. Blue legs are the worst, Your shrimp are okay, except I do believe that Puffers may eat them.

Just so you know - considering the size tank, lighting, etc. you'd need to maintain all the mentioned critters, you're talking somewhere in the range of $5,000.00 - $15,000.00 (American) for a start ... and a lot of these creatures need a stable/established/mature tank in order to survive.
