I have little expereince with this (either that coral or bubble algae) but that does look like what I have seen at a Fish Store and it was bubble algae per the store owner. He said it was a fairly fast growing thing and something about when he popped the bubbles it released more spores into the tank. I think there are some other threads here on RS about bubble algae so you may try a search here for it.
