Tomato Clown not looking so good. .

I have a 24 gallon Aquapod, LR & LS the tank has been up for 3 months. I have had a Alge Blenny in for about a month, he is doing great. I had two clowns last month that died, I was over feeding them. Last week I added a Tomato Clown and a True Pecula to my tank. They were doing fine, but now the Tomato Clown is hanging on right up on the filter slots in the back of the tank, mouth opening and closing constantly, his fines are also constantly twirling in opposite directions and he is not eating. He looks fine, no spots, discoloration that I can see.

Any ideas of what could be going on with him?
