Woodstock is right that you can't drill a hole lower then the teeth on an overflow. The teeth determine the water line on the aquarium. If you drill a hole in it, the water line will now be there. Do you have stand pipes in the overflow?
If you put the mesh over it as she described it will solve all your troubles and help darken the overflow. Preventing algae growth in the overflow.
