I'm a bit confused.
Are you saying when you add water to the sump that the water level in the sump is not going up?
When you pour water into the sump, the water level in the sump has to increase because it is the lowest point in the system. If not, then something is setup incorrectly.
Now if you are saying that the water level keeps dropping on a daily basis or every two days or something like that, then that is typical. You will either need a larger sump to give you more time between top offs or get an auto topoff setup like mentioned above.
