The design is similar to melevsreef.com. Correct, the design is to allow the refugium to operate at a slower flow rate. I might actually split input from the tank to the skimmer and refugium so the detritus coming from the display can be of use to the refugium.
As far as the UV, I do not plan to run it, it is just plumbed for emergencies to control any potential outbreaks.
