As you have found the epoxy is not a glue. Basically you mush it togther and stick it on your larger rock and mash the rock with your zoo frags into it. It is best to make sure this is not in a path of high current, because it does take a while for the epoxy to totally harden and hold the rock in there.

Super glue gel can be used also. It is worthless on larger rocks however. It is usally used to physically attach actual coral fragments (usually sps frags) to a rock.
