This hobby is expensive enough as it is.
What I'd do:
If those folks didn't reply to phone calls, I would immediately report him to an internet fraud resource (yes, they do exist). Just google "internet fraud reporting", which I remember doing a while back. And if necessary, document everything and forward a letter to the Federal Trade Commission (yessir). Checkout:

This process can be time consuming and a bit exasperating, but it's assertive action and has certainly worked for me in the past.
Heck, if I knew the city and address, I'd send the documentation to the local chamber of commerce or better business bureau (vendors usually have licenses to sell) where that person(s) operates from.
From past experience, nothing generates action like reporting to the offending vendor that you will take such direct action.
Hope you get that refund.
