Dunno, about in jersey, but down here in NC lots of people keep marine aquariums with local livestock.
Only problem I could forsee is the water stays pretty cool up in your neck of the woods for a good bit of the year near shore. A lot of fish are not suited to living in 70 degree water all year round.
