The standard stocking recommendation is 1 inch of fish (measured at full grown adult sizes) per 5 gallons. That means your 38 would safely house about 8 inches of fish. Now most clown fish get about 3 inches, so a pair of them counts as at least 6" of your total. ABSOLUTELY NO TANGS or ANGELFISH in that small tank. NO TRIGGER FISH, NO LIONFISH. All get MUCH too large for a tank that small, and the tangs need a LOT of swimming room.
