Hydraulic Cement Reef Safe?

A friend of mine told me instead of buying the expensive reef epoxy, just to go to home depot and get some Hydraulic Cement. Has anyone used this before and is it reef safe after it dries? I want to bond some rock work together.

Should be safe after fully cured. Do not add uncured directly to the aquarium if live stock is present.
It would be best to cure in a separate container with saltwater (if using live rock) or out in the open air if using dry rock.

How long is the cure time of this cement? I want to stack small pieces of tile together for legs to raise base rock off the sand bed. Sounds simple enough if I use the right stuff.
